The head of Oshu, Harumichi Honma, was ordered by the boat bugyo (Commissioner of the board) Tajima Kuze to extract five gold coins to the Shogun family in Edo, and put it into Ryujin Maru. However, Tajima, who was the chief retainer of the shogunate, said that he was a member of the board, tetsugoro Funabashi, kumiyumi no Kami ichibei, and his son, masakichi, and others, and in the middle of the night, he killed all the members with poison in the night of the storm, threw Masayoshi, who was a fellow of the city, and masakichi, who escaped from the death of poison, into the sea and sank the boat to eliminate evidence.

The same night, Maruiya Genbē also received a visit from the woman's palanquin, and nearby, a man named Manbē was murdered. The detective Hayanawa Gohē concluded the murder was the work of a fox spirit, but another detective, Den Shichi, skeptical of this theory, noticed footprints on the tatami and decided to investigate further.

In the eleventh year of the Tempō era, the Kawarazaki-za theater in Edo buzzed with excitement for a new production of "Kanjinchō" by Naritaya, featuring music by the master Kineya Rokusaburō. However, Naritaya's requests to change some of Rokusaburō's most painstakingly crafted parts of the composition angered his disciple, Shinjirō, leading to a conflict and Shinjirō's abandonment of the shamisen. Isshin Tasuke, a friend of Ōkubo Hikozōemon, the esteemed public arbitrator of the realm, saved the maid Onatsu from punishment after she accidentally broke a plate gifted by Lord Ieyasu. Tired of the strict samurai service, Tasuke moved to the Genbei tenements and opened a fish shop. This tenement housed various characters, including the landlord's daughter Osen who had a crush on Tasuke, the midwife Okan, the blind masseur Oyone and her husband, the carpenter-loving couple Yoshigorō and Ohama, the rōnin Takeuchi Yogoemon, and the siblings Ochika and Shin'nosuke who cared for their sick mother.

Watanabe Kazuma and Kawai Matagorō from the Bizen Okayama Ikeda clan were close friends, but they inevitably became enemies after Matagorō killed Kazuma's younger brother, Gentayū, and fled. Seeking assistance, Kazuma asked his brother-in-law, Araki Mataemon, for help, but Mataemon refused, saying that it was against the code for a brother to avenge another brother's death. On the other hand, the lord of the clan, Ikeda Tadao, ordered a search for Matagorō, who was found to be sheltered by the Hatamoto, including Andō Jiemon, in Edo. Tadao was furious but unable to act. Matagorō, in Edo, came to regret his birth as a samurai. He met and fell in love with Okō, a bathhouse maid. As the discord between the Hatamoto and the Ikeda clan deepened, Tadao died of illness. Seizing the opportunity to ease the conflict, the shogunate ordered the Ikeda clan to be succeeded by the young lord Katsugorō and to relocate to the Ikeda clan of Inshū Tottori. Meanwhile, Matagorō was exiled from Edo.

In Marugame Domain of Shikoku, a low-ranking foot soldier named Tagami Genbachi was envied for marrying Tsuji, the most beautiful woman in the domain. However, due to a personal grudge held by Horikawa Gentazaemon, the swordsmanship instructor, Genbachi met an untimely and bitter death through foul means within the precincts of the Hachiman Shrine. Due to the domain's oppressive treatment of those of low status, Tsuji, now with her infant son Botaro, was dispossessed of her home and exiled.

In the town of Izu known for its hot springs, Den Shichi from Kuromon Town sets off for a healing trip with his companion, a bamboo craftsman with a nose like a lion's snout, at a time when the town is under a tight security network due to a nearby gunpowder depot explosion. Staying at Tsuruya, Den Shichi and his group are investigated by officials whose behavior seems somewhat odd. That night, a man looking like a craftsman is murdered, and gunpowder residue is found at the scene, prompting Den Shichi to suspect that something is amiss.

Chikuzen, a ronin named Yoh Daisuke, after pacifying some ruffians at the theater of Onna-Kata Ogino Sawanojiki, formed a bond with the theater's bodyguard, Maruhashi Tadayasu, and Kaku, a priest. He ended up settling at the Kasugaya, the house of Oko, whom he had saved. When Oko decided to go to Edo, where her biological father lived, Daisuke accompanied her. Along the way, at Suruga Abe River, they encountered Sawanojiki's theater group, which had departed from Osaka earlier heading to Edo. A scuffle initiated by Tadayasu over a ferry boat with the students of Yui Masayuki but was amicably resolved through Masayuki's intervention.

In the early Edo period, among the pirate ships that roamed the seas near Ryukyu and Korea, there was a ship called the Sueyoshi, led by a man known as Misaki Shogoro, who was infamous for his devilish cruelty. Shogoro had a rule: he would kill all the men from the ships he raided, while the women would be distributed among the crew for their pleasure. However, he himself never touched any woman. Kayama Ichinoshin (Raizo Ichikawa) has been traveling for ten years in search of revenge for his father. One day, Ichinoshin reunites with his younger brother Shinjiro (Yukio Hashi), who has completely changed. Shinjiro abandoned the quiet samurai life and began to lead a Yakuza lifestyle. The older brother is angry at the younger one for his depravity, and the younger one laughs at him for being tied to old-fashioned traditions. As a result, they quarrel. Ichinoshin hears that the person he has to take revenge on has become a Yakuza, and in order to get a hint, he takes care of the Otsu family, to which Shinjiro owes, but later discovers that the boss of Otsu Kanemon is the one he is looking for.

He also finds out that the young yakuza working in Kanjiro's house is his younger brother Hanji (Yukio Hashi). Then the Shigezo family, who had been annoying Kanjiro for a long time, set fire to his gambling hall!

Based on Soseki Natsume’s 1908 novel of the same title, Poppy is an ornately complicated story of desire and ambition. Fujio is beautiful, talented, well-heeled, and engaged to Munechika, a rising young diplomat. She has promised him a gold watch, a family heirloom, as an emblem of their engagement. But she falls in love with Ono, a student employed to tutor her in English, who is attracted by her beauty and wealth. Ono is himself bound by an engagement to Sayoko, the daughter of his mentor, Professor Inoue. The self-centered Fujio is ready to forsake everything for Ono, but he is prevailed upon to go ahead with his marriage to Sayoko. Fujio then offers the watch to Munechika who, perceiving Fujio’s true feelings, hurls the watch into the sea.

Going underground in the gambling world, perpetually hiding from the law, Masa eventually meets a young woman named Onaka, who looks exactly like Oshima. Tales having two look-alike heroines are a commonplace in Japanese period films, a plot affectation inherited from the kabuki theater. Based on a novel by Shin Hasegawa, Nakayama shichiri was already twice filmed in 1930, one version directed by Namio Ochiai, and from which less than 40 minutes survive, the other directed by Kyotaro Namiki. Both are silent films, preserved by the Makino film institute.
