Somewhere in the future the environmental overkill had come. Many people had died. The rich were able to build the underworld, the poor had to stay on the surface building gangs to survive. Jason Storm, an underworld guard gets knowledge of a conspiracy to kill all people on the surface. He needs to flee to the surface, and wins Sumai, a respected martial arts master, as his ally to stop the dirty plot.

Released five years after the first installment, Tiger Claws II finds Yeung's martial arts serial killer, Chong, busted out of jail by a team of heavies in the employ of gangster Dai Lo Fu, and whisked across the country to San Fransisco's Chinatown. When NYC cop Tarek Richards learns of a rash of recent killings using Chong's distinctive M.O.— a claw-like mark across the face of the victim— he contacts his old partner, Linda Masterson, who is now living in L.A., for help. But Chong, as it turns out, has nothing to do with the murders. He's just being used by crime kingpin Lo Fu, who needs to combine his energy with Chong's to open some sort of time portal to provide vital supplies for the ancient Shaolin monks. In truth, though, Lo Fu greedily plans to use the portal to smuggle heavy modern artillery back and rule Qing Dynasty-era China himself.

A man named Kaan Woo (James Lew) is escaping his dark past, having been involved with a cult of brown shroud-wearing, druid-like monk warriors that have mystical powers. He apparently wanted out, because their evil queen, Ling Li (Nancy Kwan), has sent her servant, Sir Xavier (Richard Norton), to do her bidding - i.e., eliminate Woo. During a battle with the dark forces, Woo's soul is transferred into the body of homeless drunkard Earl Stockman (Mark Pellegrino). Now this bum is as surprised as anybody to find out he has mystical kung-fu abilities. Now "Superbum" must take on the evil cult and win the day.
