In the summer of 1941, the United States and Japan seem on the brink of war after constant embargos and failed diplomacy come to no end. "Tora! Tora! On December 7, 1941, at 7:53 am, a Japanese air squadron struck the American fleet which anchored in the waters of Pearl Harbor. The United States were struck at the heart of their defensive system and entered the conflict the very next day. How Pearl Harbor changed the face of World War II and therefore the face of the world? What are the diplomatic undersides of Pearl Harbor? Was the attack really a surprise attack? Is it really a Japanese victory?

On December 6, 1941, Captain Yamanada of the Japanese aircraft carrier "Hiranamu", orders full steam ahead for Pearl Harbor. His ship encounters and sinks an American yacht and the single survivor, Sue Curry, is rescued by an American submarine, the "Sea Serpent", commanded by Commander Chris Warren. He hears her story and attempts to radio a warning to Pearl Harbor. Yamanada, hearing the signals, orders the airlines jammed, and then sends his son into the air to sink the sub. The attack fails, after the sub makes a crash dive, but they fail in their warning attempts. The next morning, December 7th, the men on the sub hear the story of the bombing of Pearl Harbor, and devise a desperate plan to sink the Japanese carrier by letting the carrier know their position. The carrier comes in search of the submarine.

Panic arises among Allied POWs aboard a Japanese freighter when they learn that the ship is actually a decoy target for American submarines on night patrol. The prisoners unite and attack their Japanese captors just as an American sub surfaces and, not knowing the prisoners are aboard, prepares to torpedo the ship.

Japan and Russia clash in what comes to be known as the Russo-Japanese War. An attempt by the Japanese fleet and army to take Port Arthur fails, and a Russian fleet bears down on the Sea of Japan. Admiral Heihachiro Togo sends his fleet to confront the Russians, with results which stun both nations. Meanwhile, Major Genjiro Akashi makes secret negotiations with the Bolshevik revolutionaries in Russia, negotiations that have repercussions far beyond the conflict at hand.
